Board Members Select New Officers
Paul Buchanan was selected president of the Lake Panorama Association Board of Directors at the regular meeting on May 27. Ron Frisbie was re-elected vice-president. Ron Morden continues as board treasurer. Mike Dunn is the new secretary, replacing Buchanan. Robert Hollwager served as Board President for the last year.

Boating Safety Course also Offered ONLINE
A boat safety course that can be used to obtain certification for all boat operators and that will qualify youth under 18 to operate personal watercraft is available online at
        http://www.boat-ed.com/ia/ia_internet.htm . This is the official Iowa Department of Natural Resources online boat safety course.
       

Road Work Precedes Seal Coat
The LPA maintenance department is preparing several streets for new seal coat this year. Ditch grading and road bed improvements have to be completed before the seal coat is applied.
       
        Streets that will receive seal coat for the first time are Chuck's Hill, Wilson Road, Chapman Road, Mason Drive, Guthrie Lane, and Canfield Drive(part).
       
        Seal Coat work will be done when road preparation and the weather permit.
       

Projects slated for the 2003 season:
New Restroom at Boulder Beach
        A new restroom facility will be built at Boulder Beach. The old restroom is still in good condition, but is often overcrowed and overwhelmed on busy weekends. The new facility will offer more room and better maintenance opportunities and provide for future growth in beach use.
       
        Seal Coat
        Plans for the annual seal coating program will be finalized as soon as streets are evaluated follwing the spring thaw. Almost 18 miles of streets will be surfaced or re-surfaced with asphalt oil and pea rock.
       
        Drainage Work
        Ditch improvements are needed in several areas to help drain off rain water effectively. This work will mostly be done this fall.
       
        Dam Work
        Although the main spillway and concrete work is done, several smaller projects are slated to improve safety for dam personnel and to meet guidelines of the Iowa Department of Natural Resources.
       
        Water
        The capacity of the Lake water system storage needs to be evaluated. Ways to increase that storage capacity will be explored. Possibly an additional water tower will be constructed in 2004 or 2005.
       

Mosquito Risk Reduction Tips

       1. Avoid early evening and morning hours outdoors.
       
       2. Wear long sleeve shirts and slacks during these times, if possible.
       
       3. Use insect repellent containing DEET, a
        highly effective repellent. Thin clothing
        should be treated. Read the product and
        clothing label.
       
       4. Reduce the number of mosquito breed-
        ing areas. (see accompanying article)
       
       5. Use fluorescent or “bug” lights outside.
       

How to Reduce Mosquito Breeding on Your Property
Mosquitoes are likely to be a concern for LPA members and guests in 2003, partially because of concerns about the West Nile Virus.
       
       Research indicates that the threat of West Nile is mostly carried by a particular species of mosquito known as the “house mosquito”. This particular species seldom leaves an area more than a quarter of a mile from where it hatches.
       
       Using this information, the LPA maintenance department has conducted a survey of mosquito breeding areas within a quarter mile of homes and community usage areas. Those areas will be monitored for mosquito development and treated, where applicable, by low toxicity materials that prevent the mosquito larvae from developing into adults.
       
       This program will not include the spraying of mosquito adults, as the huge and diverse area of the lake would be very expensive to treat effectively (most likely regular aerial spraying would be necessary).
       
       Mosquitos need standing water to hatch and develop the eggs to adult mosquitos. About four to ten days are needed for that to occur. The LPA has identified over a hundred such areas within a quarter mile of homes on Association property and will be monitoring and treating those areas as necessary. It is expected that this process can make a reduction in mosquito numbers. Homeowners can make a real difference in the number of “house” mosquitoes in their area by following these recommendations:
       1. Get rid of tires, tin cans, buckets, drums, bottles or water holding containers.
       2. Fill in or drain low places in the yard, including the ditch or around the driveway culvert.
       3. Check eaves troughs for standing water and flush weekly or repair them so they drain.
       4. Keep ditches, riprap and other areas where water is present clear of vegetation shelter.
       5. Make sure trash containers are covered to keep out rainwater.
       6. Empty plastic wading pools, bird baths, plant pots and containers at least once per week.
       7. Make sure covers for such things as boats, grills, and woodpiles aren’t holding water.
       8. Fill in tree rot holes and hollow stumps that hold water with sand or concrete.
       9. Keep grass and shrubs near house trimmed close to reduce daytime mosquito shelter.
       10. Repair leaky pipes, hoses, and outdoor faucets or hydrants. Don’t over irrigate the yard.

       Another new feature is coming events section on the home page. Major official LPA functions will be listed here, and when available supplemental information will be found by clicking the links mentioned.
       
       LPA financial information can now be found in the member info section.
       
       An LPA map will hopefully be available soon.

Basic Boating Rules to Be Enforced
Critical safety rules for boating at Lake Panorama will be strictly enforced this year. Safety is one of the most important lake concerns. Safe boating is the responsibility of member boaters and their guests.

Giving Member Input --Here are some ways
1. Vote on issues and for board candidates that represent your views. If you don’t know—ask.
        2. Write a letter. If you have a beef or a suggestion for the long-term or what you see as significant concerns, write a letter to the Board in care of the LPA office. It will be distributed to each board member.
        3. Send an e-mail. Today’s technology is amazing. General e-mail can be sent to lpa@netins.net or you may link directly to individual board members through the Association website at http://www.lakepanorama.org Board members can now be found in the departments section.
        4. If you have questions – you can always call the LPA office at 641 755 2301. Staff is available to help with issues. Red Lowe, general manager, and his staff can assist and take your comments and questions.
        5. Volunteer—The LPA board has several committees of volunteers that have input into board policies. Water Safety, Par 3, LPN and building codes are now the main committees that provide input to the board. Contact the board or a board member to offer your services.
