New Restroom at Boulder Beach
The new concrete block restroom has been completed at Boulder Beach. The restroom is located east of the two picnic shelters. It features brown split-face concrete block, handicapped accessible stalls, a water fountain, hand dryers, and automated sink faucets. A utility room is part of the construction and will be used for storage and supplies.
The old restroom will remain, pending future Boulder Beach improvements.
Fifth Largest Streamflow since 1993
Rains in the upper reaches of the Middle Raccoon watershed resulted in streamflows that measured the fifth highest since the flood of 1993 and the highest since 1998.
An April flood event resulted in 55 truckloads of debris being collected throughout the lake.
Since dredging has been completed in the upper basin, the debris boom was moved to a new area with better collection conditions. The boom collected approximately 80% of the debris from the flood event which has been collected and disposed of on shore.
The boom was placed in the general area recommended by Dr. Robert Ettema, a University of Iowa hydraulics engineer, who consulted with the Rural Improvement Zone on improving debris collection.
The maintenance and erosion control staffs will continue to experiment with improved techniques of placement of the existing boom and improving the efficiency of removal of debris from the boom collection site.
A concrete access is being planned in the debris collection area to help speed loading and removal.
Water Quality Good
Water Quality tests show that Lake Panorama lake water has been safe for swimming and other water activities. Members are reminded that lakes and reservoirs are always sources of various organisms that can be dangerous to infants, older folk, and people with immune system deficiencies. Silt laden waters are often of poorer water quality and can contain harmful bacteria.
Good sunny days provide enough ultraviolet light to destroy much of the bacteria that might be present.
Seal Coating to be Completed in July
Most of the road work to be done by contractors has been completed with the remainder to be done the last couple of weeks in July. LPA maintenance crews will be doing additional small area repairs over the next couple of months.

Controlled Goose Hunt Considered
The LPA Board of Directors is considering a controlled goose hunt to help reduce damage of the local Canada Goose population.
The geese, very successful in adapting and reproducing at the lake (as well as many cities and public areas) cause problems with lawn damage by eating and objectionable droppings on beaches and yards.
The hunt, if approved, will be closely regulated to protect member property and address safety concerns.
Upper Basin is now Open for NO WAKE Boating
The upper basin is now open for no-wake boating. The basin has been unavailable for years due to low water depths and then dredging activities. Since rip rap has not been completed, the LPA Board has determined that no-wake boating would be permissible.
Boaters will need to be aware of the remaining hazards in the upper basin—the dredge pipe and the secondary floating debris boom. The boom is easily visible in daylight conditions and will be marked with warning buoys. These hazards will be clearly marked and will only be on one side of the basin. No boating is permitted above these barriers.
The LPA dredge, the Enterprize, is working in an area above the upper basin where the lake narrows back to a wide river channel. This area and on to Fansler bridge will be the sight of the remaining dredge work for this year.
