Water Quality Issues
The drinking water quality issue is still on the forefront as engineers and staff work to deal with the issue of exceptional amounts of Iron and Manganese in the system.
The issue has turned more complicated than the initial analysis indicated. The two Dakota aquifer wells that serve the Association have extreme variations in iron and manganese mineral content. This has made it very difficult to treat the problem, due to the many variables that must be dealt with in order to provide processes to remove the materials from the water.
The Lake Panorama Water Plant, built in 1970 and improved in the early Nineties, was not set up specifically to treat this high level of iron and manganese because the well used at that time did not have the problem. The Dakota wells were added in the Nineties. Water was blended from the old deep Jordan well. The Jordan well has since had to be abandoned and plugged due to casing deterioration.
Members are advised to install in-line cartridge filters which should alleviate most of the problem.
Short-term solutions to alleviate the level of minerals are being sought while longer term permanent solutions are contemplated.
The system will be flushed to help remove sediments beginning the day after Memorial Day (May 27) and through May 30.
"SPIKES" Goes Up
Work at the Spikes building at the turn of the LPN golf course continues. Roofing and windows are being installed. Target date for completion is Memorial Day weekend.
Boating Rules Don't Change
No new boating rules have been initiated for the LPA in 2008. Revisions in the Rules and Regulations did make it clear, however, that violating the regulatory buoys means a violation of the rules.
One rule changed last year allows an observer for skiiers and tubers to be only 9 years old. The old rule was 12.
New Gas Dock Operational
The new gas dock at the Marina is now operational. Covered parking slips are now available for summer boaters who want to stop at the Marina store for a snack or beverage.
A new underground fuel tank has been installed to replace an aging version that was non-compliant to upcoming fuel storage standards.
Par 3 Open to Public
The Par 3 is now open to the public. Public memberships are available. Daily fees are the same, whether public or members, although members may purchase 6-play packages for a reduced rate. Call the Par 3 with questions at 641 755 2250.
New play Facility at Boulder Beach
A new play system is being installed in the playground area at Boulder Beach. The system features slides, climbing opportunities and a crawl tube. Weather permitting, it should be completed by June.
LPA office Saturday Hours
The LPA office will be open on Saturdays beginning May 17 and ending on June 28. The hours will be from 9 a.m. to Noon.
Take Advantage of the Fitness Area at the LPN
The fitness area in the lower portion of the Conference Center is open and available to members. Several first-class exercise machines, including treadmills, elliptical bikes, and a weight machine are available for fitness buffs and those just needing to get some exercise. Construction Building Inspection Now Required for 2008
Building inspections are now mandatory in 2008 through action taken at the LPA Board Meetings in July and August. The rule requires owners to have certified inspectors to make periodic inspections during construction and report the results to the LPA and the owner. The inspections are required on homes, additions of any kind, and detached garages within 6 feet of a home.
The Planning and Building Codes Committee recommended the requirement that only those certified by the International Codes Council, architects and construction engineers with experience, and building codes administration people with ten years experience be allowed to do the inspections. The LPA Board concurred. The owner will make the contacts and pay for the service. The LPA will require verification of the experience and credentials of the inspectors as well as the presence of insurance coverage.
Note new rules about Landscaping and improvements by the Streets
The Board has passed a rule that member improvements of the road ditch or right-of-way that exists between the front lot pins and the road surface is at their own risk. Damage resulting from normal maintenance of roads and ditches, including seal coating, grading, snow removal and ditch cleaning by the Association is the responsibility of the owner, except in the case of mailboxes installed according to United States Postal Service Regulations. Damage to mailboxes not installed according to those regulations is the responsibility of the owner. The LPA must maintain over 70 miles of ditches to allow good road surfacing, clear winter roads, and proper drainage of surface and subsurface water from the roadbed.
