SUMMARY Rules and Regulations
The following summary of LPA Rules and Regulations is provided for any easy reference and is not meant to be used authoritatively in any situation. Copies of the official document are available at the LPA Office and by downloading from HERE.
DEFINITION OF MEMBERSHIP
- Definition of membership.
- A "member" shall mean and refer to persons entitled to membership as provided in the covenants, the articles of incorporation, the bylaws, and the rules and regulations of the Association. Only those members who are record lot owners in the Lake Panorama subdivision can apply for membership.
- Except for those members having multiple memberships on a single lot prior to April 29, 2000, membership shall be limited to one membership per lot. Each membership shall have one vote. Each membership shall be composed of a legal entity to the other by blood, marriage, or adoption, or a group of not more than three adult persons not all related, maintaining a common household on a jointly owned lot.
- All covenants and restriction filed with the Lake Panorama division plats are part of the membership requirements.
- Membership Rights. The following persons shall have the same rights as a member.
- Minor children of a member living at home and solely supported by a parent who is a member who has a membership.
- Handicapped children living at home, regardless of age, and partially supported by a member who has a membership.
- A child who is a full-time student at an accredited educational facility, who is under the age of thirty years, and who is partially supported by a member who has a membership.
The LPA Board of Directors shall at all times have the authority to verify the status of all persons claiming to be members.
STREETS AND PARKING
Speed limit signs are posted on all LPA roads. No vehicle shall be parked on or along side any street, cul-de-sac or on an empty lot overnight.
OTHER MOTORIZED VEHICLES AND CYCLES
- Motorcycles, motor bicycles, motor scooters and mopeds must comply with state laws, operate only on roadways or the member's own lot, obey speed limits and be driven by a person with a valid driver's license.
- Snowmobiles are limited to the member's own lot, unplowed roads and the lake when frozen. Operators must have a valid driver's license.
- Golf carts are allowed on roadways from sunrise to sunset if the operator has a valid driver's license.
- All terrain vehicles are allowed only on the member's own lot.
BOAT REGISTRATION
Members are limited to two boats over ten horsepower but are allowed any number of other boats. Boat engines are limited to a displacement of 5.8liter/351 mag.ci., boat length to 24 feet and pontoon length to 26 feet. All craft must be registered with the LPA Office annually and the state every other year.
All boats are subject to state and LPA rules.
PERSONAL WATERCRAFT
All Two-cycle Engines are limited to 130HP/1100cc. Four-cycle engines are limited to 185 HP/ 1500 cc and must be registered with the LPA Office and the state. Personal watercraft are subject to state and LPA boating rules.
SWIMMING
Swimming is allowed only within roped areas of a beach, within 100 feet from the shoreline of a private lot or within 10 feet of a boat.
HUNTING
Hunting, trapping or firing a weapon is prohibited except in special circumstances established by the Lake Panorama Association.
RENTING BY MEMBERS
When an LPA member rents a residence to another party that member's facility privileges are also abdicated to the renter. The renter can register one boat or use the member's boat, but in either case will be charged a renter's fee.
GUEST PRIVILEGES
All members are responsible for the behavior or their guests and are directly liable for any violation of LPA rules by them. A member is allowed to register for up to three 48-hour guest boat permits a year. These are limited to weekdays (excluding holidays) and cost $25.00 each.
PROHIBITED ACTIVITIES
No member shall be an unreasonable nuisance to their neighbor, put any sign on their property except a "for sale" sign, allow their pet to run loose, burn anything on their lot that doesn't grow there, store highly volatile fuel in tanks of 25 gallons or more, operate a gasoline powered boat on a lake Panorama pond or land an airplane on the lake. All lots shall have a neat appearance and all propane tanks shall be screened.
BUILDING and LAND DISTURBING ACTIVITIES
A member must obtain a permit from the LPA Office before excavating, constructing, demolishing or remodeling a building or structure or disturbing more than 1000 square feet of soil or doing a project within 100 feet of the lakeshore. Iowa One Call (800-292-8989) must be contacted before digging of any kind is done.
COMPLAINTS
All complaints may be made directly to the General Manager or at the open forum of a Board of Director's monthly meeting or by email from this site.
MEMBERS RIGHT TO A HEARING
The Lake Panorama Association reserves the right to revoke the privileges or issue a fine to any member not abiding by these rules and regulations or the covenants of the Association.
Any disciplined member is entitled to make a written request to the General Manager for a hearing before the Appeals committee, which is the final authority in overturning the penalty, modifying the penalty or increasing the penalty, as it determines from the hearing.
