The Mission of LPA Security

The mission of LPA Security is to provide a secure and safe environment for Lake Panorama members and their guests.

LPA Security strives to achieve this mission by means of a community friendly approach that enhances safety through the visibility of security patrol, crime prevention and security programs. LPA security collaborates with local law enforcement in fulfilling its mission.

In addition to their role in keeping Lake Panorama safe, LPA security officers also are trained to assist in medical emergencies during emergency situations.

The Lake Panorama Security Department is organized to offer coverage of the lake development area all through the week. The security phone is monitored regularly.

Members having concerns about safety or rule violations, possible criminal activity, rules questions, wayward pets or other security related concerns should call the security department phone number. During regular office hours, please call the office with questions. Hunting is prohibited in the development except for a special permit controlled deer hunt that is administered by the security department with the cooperation of the Iowa Department of Natural resources. Permit information will be available to previous hunters in the program or at the office. Bow and muzzle loading are the only types of deer hunting permitted under this program at present. Permit information is available through the LPA office. Permit purchases are handled by the County Recorder in Guthrie Center.

The Security Department has three main functions:

  1. Active Patrolling
    An active patrol deters criminal activity, finds problems and takes steps to correct the. Problems that we encounter may be non-members using LPA facilities, parties in remote areas or traffic violations.
  2. Responding to Calls
    We respond to calls from members, guests and from the Sheriff’s Office. Our number one complaints are speeding and dogs running loose. Other calls may be responding to burglar alarms or reports of fire, smoke, reckless driving, suspicious vehicles, etc.
  3. Enforcing LPA Rules and Regulations
    LPA Security issues citations to members for a variety of reasons. The most common rule violations are:

    Dogs running loose
    Traffic violations
    Littering
    Illegal dumping
    Illegal driving of golf carts
    Illegal driving of ATV’s

    It is important to remember that members are responsible for the activity of their guests. Fines up to $100 may be imposed for rule violations.

The Security Department has several ongoing programs:

  1. Crime Prevention
    A Neighborhood Watch Program was begun a few years ago. Please call to learn more on how to get involved in this free program. You may also call me for a security review of your property. There is no charge. I strongly recommend engraving your property with an “Operation I.D.” number, good lighting, deadbolts locks on all exterior doors and an alarm system for Lake Panorama homes.
  2. Animal Control
    Call Security to report an animal problem. We will attempt to catch pets running loose and return them to their owner. The owner is subject to an LPA fine. Animals without identification will be taken to the Raccoon Valley Humane Society. They will put the animal up for adoption if the owner does not claim it within seven days. We will put a live animal trap on your property to catch raccoons and we will release the captured animals to a remote area away from any homes. Beaver complaints will be referred to trappers who will set out beaver traps. We will put down wounded or sick animals of any species.
  3. Winter House Checks
    LPA Security has been checking the homes on this program for the past 16 years. LPA Security checks the security of the doors and windows and checks the interior temperature by looking at a large thermometer through a window. There is a fee for this service.
  4. LPA Deer Hunt
    To control the deer population the LPA has developed a plan with the Iowa DNR to sell anterless deer hunting permits for use on LPA owned property. All of the money collected goes to the DNR but the Security Department monitors the program. The hunt is restricted to certain areas of the development and is only for hunters who use a bow or a muzzleloader gun.
  5. Water Patrol
    The mission of the Water Patrol is to help develop a safe and enjoyable environment of members and guests at Lake Panorama – whether they are in the water, on the water or on the shore. To accomplish this we must enforce the rules established by the LPA Board. To avoid an LPA fine the members and guests of Lake Panorama should remember the following:

    All vessels must display a current LPA sticker.
    Vessels must stay under ten (10) mph at night.
    Buoy markers must be obeyed.
    Keep to the right of the centerline channel markers.
    Follow the speed restrictions in the coves.
    Boats pulling skiers or tubes, etc. must have an observer in addition to the driver.

    Members and their guests should read and understand all the boating regulations. A summary is available from the LPA office. Members are responsible for the rule violations caused by their guests. The first boating violation will result in a $25 fine, the second boating violation will result in a $100 fine, and the third will result in a $250 fine and a loss of boating privileges for Lake Panorama.
